The Internet is the first shared global medium to exist. It is international in as much as access to it means access to all of it. Any contribution made to it, regardless of the geographic location of the author, is made to the whole which is global. It is only not international if you don't have any access at all.

If I understand it correctly, part of the reason for creating the category "Fourth World" was to represent those countries under-developed specifically in the area of technology.

The Internet itself is not geographically mapped nor defined by boundaries. It is the greater gestalt sum of its parts.

And its parts are the potential contribution of every single person on the planet.
